About the error HMRC have rejected the submission, as your details in Sage don't match the details they have. ▼How do I know the FPS submission has failed? When you complete a pay run, payroll submits your data to HMRC. It uses the credentials you entered into the program. If this submission fails, this shows on the Summary screen. You see a red warning under HMRC Real-Time Information (RTI) Scheme. To see why the error occurred, select the Resolve button. ▼What is error 1046? Authentication Failure: The supplied user credentials failed verification for the requested service. or RTI 1046: Details not recognised by HMRC. This means HMRC doesn’t recognise the details you’re using to make your submission. Sage needs to check the details you sign into the Government gateway with. They need to match those saved in payroll. The following details must match the information held by the HMRC: - User ID and Password used to log in to the Government gateway
- PAYE Reference number
- Account Office Reference
- Business name
- Business address
Check your Government gateway details You need to ensure you can log into your gateway portal with your credentials. This will confirm that you have the correct information. Once you log in, check that your account is set up to receive submissions. If you can't sign into the gateway, this confirms that the credentials you're using are incorrect. Speak to the HMRC or reset your password. ▼How to check We recommend you use Chrome as your browser and open an Incognito window. This ensures you're not using any potentially incorrect log in details stored in the browser. - Open your Chrome browser.
- To open an Incognito window, select the 3 vertical dots (Customise and control) from the menu.
- Choose New Incognito window.
 - Sign into the Government gateway.
- Make a note of the user name and password used.
- Check your account is active and submission options are available. Look for PAYE For Employers. If you don't see it, your account isn't set up to process payroll. Sign up here.
If you successfully signed in Check the Government gateway details in Payroll. ▼How to check and update - Open another Incognito window using Chrome as your browser.
- Sign in to Payroll.
- Confirm that your business name and address held by us are the same as the details held by HMRC.
- Select your name, then choose Manage Business Account.
- If the company name here's different to the name registered with HMRC, see Change your business name.
- If your business address is different, then you can update it here.
- Check your PAYE reference and Account Office Ref are correct. If this is the first time you've run payroll, make sure you've activated your account with HMRC.
- Select Settings from the menu bar.
- Select Payroll Settings.
- Confirm the details are correct.
Resubmit your FPS Once you've confirmed the details are now correct, you must try to resend the FPS. ▼How to resend - Sign in to Payroll from the Incognito window.
- Select Summary from the menu bar.
- Select Resolve Issue.
- Untick Use saved credentials.

- Re-enter your Government gateway User ID and Password. Your Government gateway user ID or password may exceed 12 characters. If so, only enter the first 12 characters.
- Select Store credentials for future submissions.
 - Select Re-Submit.
If your FPS submits, you need no further action. I'm still getting error 1046 If you're still experiencing this error, contact HMRC. Ensure your PAYE For Employers account is active and working as normal. If you receive any other errors, read Submission errors. |
