Failed FPS submission error (1046)
Description

This error can occur when submitting your payroll data to HMRC at the end of a pay run.

How do I know the FPS submission has failed?

When you complete a pay run, payroll submits your data to HMRC. It uses the credentials we have stored for you.

 

If this submission fails, this shows on the summary screen. You see a red warning under HMRC Real Time Information (RTI) Scheme.

To see why the error occurred, select the Resolve button.

Resolve an authentication or 1046 error

Authentication Failure: The supplied user credentials failed verification for the requested service. or RTI 1046: Details not recognised by HMRC.

This means HMRC doesn’t recognise the details you’re using to make your submission. We need to check the details you sign into the Government gateway with. They need to match those in the payroll.

The following details stored by us must match the information held by the HMRC:

  • User ID and Password used to log in to the Government gateway
  • PAYE Reference number
  • Account Office Reference
  • Business name
  • Business address

To resolve this issue follow the steps below.

 NOTE: Before proceeding, you can attempt to submit again from the completed pay run page. This can sometimes resolve the credentials issue. If you still encounter a problem after this, please follow the guidance below.

Sign in to the Government gateway

Use Chrome as your browser and open an Incognito window. This makes sure we use no stored details.

  1. Open your Chrome browser.
  2. To open an Incognito window, select the 3 vertical dots (Customise and control) from the menu.
  3. Choose New Incognito window.
  4. Sign into the Government gateway.
  5. Make a note of the user name and password used.
  6. Check your account is active and submission options are available. Look for PAYE For Employers, if this does not show it means your account is not set up to run Payroll. Sign up here.

 TIP: If you can't sign into your HMRC this confirms that the credentials you are using are incorrect. You can reset your password on the Government gateway. Wait 24 hours before trying to resubmit your FPS. 

If you managed to sign in:

Check the Government gateway details in Payroll
  1. Open another Incognito window using Chrome as your browser.
  2. Sign in to Payroll.
  3. Confirm that your business name and address held by us are the same as the details held by HMRC.
  4. Select your name, then choose Manage Business Account. 
  5. If the company name here is different to the name registered with HMRC, see Change your business name.
  6. If your business address is different, then you can update it here.
  7. Check your PAYE reference and Account Office Ref are correct. If this is the first time you've run payroll, make sure you have activated your account with HMRC.
  8. From Settings select Payroll Settings.
  9. Confirm the details are correct.

Resubmit your FPS

  1. Sign in to Payroll from the Incognito window.
  2. From Summary, select Resolve Issue.
  3. Untick Use saved credentials.

  4. Re-enter your Government gateway User ID and Password. Your Government gateway user ID or password may exceed 12 characters. If so, only enter the first 12 characters.
  5. Select Store credentials for future submissions.
  6. Select Re-Submit.

If your FPS submits, you need no further action.

 TIP: If you are still experiencing this error, please contact HMRC. Ensure your PAYE For Employers account is active and working as normal.
