ERROR: Your details aren't recognised by HMRC (1046)
Description

This error can occur when submitting payroll data to HMRC. It refers to an issue with your government gateway credentials.

HMRC have rejected the submission, as your details in Sage don't match the details they have.

▼How do I know the FPS submission has failed?

When you complete a pay run, payroll submits your data to HMRC. It uses the credentials you entered into the program.

If this submission fails, this shows on the Summary screen. You see a red warning under HMRC Real-Time Information (RTI) Scheme.

To see why the error occurred, select the Resolve button.

Check your Government gateway details

You need to ensure you can log into your HMRC gateway portal with your credentials. This will confirm that you have the correct information. Once you log in, verify that your account can receive submissions.

If you can't sign into the gateway, this confirms that the credentials you're using are incorrect. Speak to the HMRC or reset your password.

We recommend you use Chrome as your browser and open an Incognito window. This ensures you're not using any potentially incorrect log in details stored in the browser.

  1. Open your Chrome browser.
  2. To open an Incognito window, select the three vertical dots (Customise and control) from the menu.
  3. Choose New Incognito window.Settings menu with incognito option.
  4. Sign into the Government gateway.
  5. Make a note of the user name and password used.
  6. Check your account is active and submission options are available. Look for PAYE For Employers. If you don't see it, your account's not set up to process payroll. Sign up at gov.uk.

If you successfully signed in

Check the Government gateway details in Payroll.

  1. Select Settings from the menu bar.
  2. Select Payroll Settings.
  3. Confirm the PAYE reference and Account Office Ref are correct.
  4. Then select Edit login details.
  5. Delete the User ID and Password, then retype them.
  6. Select Save login details and Save.

Check your business details

Your business name and address must match those registered with HMRC.

  1. Open another Incognito window using Chrome as your browser.
  2. Sign in to Payroll.
  3. Confirm that your business name and address held by us are the same as the details held by HMRC.
  4. Select your name in the navigation bar, then choose Manage account.
  5. Select Manage business information
  6. If the company name or address is different to that registered with HMRC, select Edit business details.
  7. Change as required and select Save.

Retry to submit your FPS

Once you've confirmed the details are now correct, you must try to send the FPS again. 

▼How to retry
  1. Sign in to Payroll from the Incognito window.
  2. Select Summary from the menu bar.
  3. Under HMRC Real Time Information (RTI) Scheme, select Resolve.
  4. Select a Late Reason if required.
  5. Untick Use saved credentials.
    Resolve issues window.
  6. Re-enter your Government gateway User ID and Password.
  7. Select Store credentials for future submissions.Enter User ID and Password.
  8. Select Re-Submit.

I'm still getting error 1046

If you're still experiencing this error, contact HMRC. Ensure your PAYE For Employers account is active and working as normal.
