This IXBRL submission error is caused when a html file is attached to the submission which is not actually a set of IXBRL accounts. The file will attach without any problem but because there is no IXBRL information in the file the above error messages will be generated.
The submission needs to be performed again, being careful to attach the correct accounts html file.
