Error - 'Tax year ID is a required property for create P60 request and cannot be null' - Online Services

Description

When you upload a P60 for a previous tax year, you can get the following error:

'Tax year ID is a required property for create P60 request and cannot be null'

This error occurs when trying to upload a P60 from the tax year 2016/17 or earlier. This is because the Online Services didn't exist during this period. You can only upload P60s from 2017/18 onwards.
